Prior to the establishment of the National Telecommunications Commission Regional Office No. 2 (NTC R2), Cagayan Valley Region was under the territorial jurisdiction of NTC R1.

On May 27, 1988, Commissioner Jose Luis A. Alcuaz of the National Telecommunications Commission issued Office Order No. 6-32 A-88 re: Installation of Temporary Office at Region 2. Commissioner Alcuaz appointed Engr. Heraclio L. San Juan to be the Acting Chief of the Radio Regulations and Licensing Department of NTC R2 and directed him to hold temporary office at the Telecom Office compound, Tuguegarao, Cagayan.

Hence, while the construction of the NTC R2 building at Carig, Tuguegarao, Cagayan and the hiring of personnel to fill-up the positions is going on, a temporary office was established with the following personnel:

THE ERA OF DIR. SAN JUAN (1988-1991)

On November 28, 1988, the National Telecommunications Commission Regional Office No. II (NTC RII) was formally inaugurated. It was a project of the National Telecommunications Commission (NTC) under its Development and Improvement of Nationwide Radio Monitoring Facilities Program.

The guest of honor on that ceremony where DOTC under Secretary for Communications Josefina Lichauco and Commissioner Jose Luis Alcuaz. NTC Directors from other Regions and NTC Department Heads were also present.

On July 20, 1989, Commissioner Alcuaz issued a memorandum directing Engr. Jerry S. Tacay to report to Region II. Engr. Tacay was one of the Engineer II of NTC RI and was promoted as the Engineer V of NTC RII. He assumed as Engineer V of NTC RII on August 1, 1989.

Engr. Savellano was promoted as Engineer V of NTC RI.

On October 19, 1989, Engr. Enrico Garfin was hired to fill up the vacant Engineer I position.

On December 11, 1989, Engr. Honore Babasa was hired to replace Engr. Bagay who resigned.

On October 25, 1990, Dir. San Juan issued Office Order No. 10-17-90 directing Engr. Espinosa to install and man a Temporary Receiving Station in the Municipal Building at Cauayan, Isabela. Thus, the NTC RII Receiving Station at Cauayan, Isabela was created and was alternately manned By Engr. Espinosa and Engr. Daquioag.

In December 1990, Engr. Jaime Dela Cruz, Engineer V of NTC RX, was detailed in RII to replace Engr. Tacay who was in turn was detailed with the Office of the NTC Deputy Commissioner Dumlao.

It was also on this month when Deputy Commissioner Florentino L. Ampil visited this regional office.

THE ERA OF ENGR. TACAY (1991-1994)

1991 marks the period wherein mass replacement of employees occurred. It is either because of retirement, resignation, transfer, or death of the employee.

Engr. Tacay, the Chief Telecom Engineer of NTC RII, was appointed Officer-In-Charge and Engr. Dela Cruz went back NTC RX.

On August 19, 1991, Engr. Tacay issued Office Order No. 08-09-91 strengthening NTC RII Cauayan receiving station into a Field Office. The following day, Office Order 08-10-91 of Engr. Tacay designates Ms. Aguilar as Special Collecting Officer of the Field Office. The Field Office was then a one-man-station.

On November 1, 1993, Engr. Garcia transferred to NTC RI.

THE ERA OF DIR. COSALAN (1995-1998)

On November 7, 1994, Commissioner Simeon L. Kintanar issued Office Order No. 43-12-94 re-assigning all the NTC Regional Directors to a new Region. Engr. Tacay was reassigned to NTC RVIII. Dir. Isabelo M. Cosalan replaced Engr. Tacay as the Regional Director of NTC RII with the following personnel:

The NTC RII Field Station at Cauayan, Isabela closed during the early time of Dir. Cosalan.

On January 2, 1995, Dir. Cosalan issued a Special Office Order designating all regular NTC RII personnel in a concurrent capacity as NTC CAR Staff without additional compensation.

On January 3, 1995, Engrs. Imelda and Jefferson Walcien were detailed at NTC CAR.

On February 3, 1995, Engr. Cabulisan was promoted Engr. II vice Engr. Bunag who transferred in NTC NCR.

On March 16, 1995, Engr. Robillo A. Soliven was hired in replacement for Engr. Garcia, He was also detailed at NTC CAR.

On October 16, 1996, Dir. Cosalan issued Office Order 96-10-001 NTCR02. Section 1.0 of the Order states that “the Regional Office shall also establish a Field/District Office in either Nueva Vizcaya, Isabela or Santiago City as logistics will permit.”

On October 29, 1996, Engr. Alejandrino Tamania was hired to replace Engr. Imelda Walcien who transferred to NTC CAR.

On June 2, 1997, Engr. Leopoldo Taberna was hired to replace Engr. Soliven who transferred to NTC CAR. On August 1, 1997, Engr. Aguilar and Engr. Tamania were detailed at Bayombong Field Office and Engr. Quero and Engr. Taberna were detailed at Santiago Filed Office.

On September 1, 1997, Dir. Cosalan issued Office Order No. 97-09-001-NTCR02. The Order designates Engr. Proceso S. Nipal as Officer-In-Charge of the Region whenever the Regional Director is on official travel outside of the geographical boundaries of Region II, or on official leave of absence. Engr Nipal was the Engineer V of NTC RIX. He was detailed in NTC RII.

On December 15, 1997, Ma. Resurreccion D. Aguilar retired from the service. Due to his retirement, there was a personnel movement.

On November 9, 1998, Dir. Sta. Maria integrated Bayombong Filed Office and Santiago Field Office and transferred it in Cauayan, Isabela. He designated Engr. Tamania as Officer-In-Charge and Special Collecting Officer. Engr. Quero and Engr. Taberna were also assigned at Cauayan Field Office.

On September 1, 1999, the Field Office was transferred at Santiago, Isabela.

On April 28, 2000, Mr. Quilang availed of his Compulsory Retirement in the government service.

On February 8, 2001, Atty. Caldez ran for a local government position and vacated his Atty. III item.

On March 29, 2001, Engr. Benilda S. Mangussad was hired vice Engr. J. Walcien who transferred to Office of Civil Defense in Baguio.

On July 16, 2001, Ms Bancud also availed of an Optional Retirement .

May 20, 2016 – The R.A. 10844 or “An Act Creating the Department of Information and Communications Technology”, was signed on during the administration of President Benigno Aquino III. Several agencies from other executive departments, notably from the Department of Transportation and Communications (DOTC), dealing with communications functions and responsibilities will either be abolished or transferred to the newly created department.
